Citizenship-by-Investment Program

The Government of Montenegro has launched a new Citizenship-by-Investment Program which is in line with the Governments ongoing efforts to attract foreign direct investment. The Montenegro Citizenship-by-Investment Program requires applicants to make a defined investment in development projects in the country and an economic contribution to a special development fund. In exchange, and subject to a stringent vetting and due diligence process, including thorough background checks, applicants and their families can become citizens of Montenegro, and obtain the country’s passport.

Montenegro is considered as one of Europe’s popular luxury and tourist destinations


To qualify for the program the applicants may choose to fulfil out of the two following investment components:

An investment of EUR 450,000 to projects in developed areas, or

An investment of EUR 250,000 to projects in underdeveloped areas.

In addition, a contribution of EUR 100,000 per application must be deposited. This contribution will be directed to a specific fund for the progress of underdeveloped areas.

Further, applicants must be free from criminal record, fraud, malpractice, financial fraud or indemnities.

Important Points to Consider

According to the Governments official decision, the Montenegro Citizenship-by-Investment Program is limited to just 2,000 applicants and will only be available for a three-year period.

Montenegro has entered into an association agreement with the EU, and is aiming to become a candidate country of EU membership.
